Pillars of a functioning government and Shutting Down Bad Faith Actors

My government, not the US government, but the one I’m working on in my search for a utopia, is comprised of competing interests arguing it out on the issues. I propose a procedure similar to that of the US executive branch and state governments when making administrative regulations. However, I let ordinary people offer policy proposals and publish arguments and evidence to earn support for it or against opposition policy.
